Service Charges - Concierge

Dear all,

We have a client that is looking to move into a complex for vulnerable people who is currently in receipt of pension credit. There is some heavy duty service charges, 1 of these service charges is for security/concierge (£1200pa). Total service charges are £3,000 pa.

Is anybody aware whether concierge charges are eligible service charges as all information we can find seems to be inconclusive?

Please note that this is a block of flats created for people with disabilities.

Any help is greatly appreciated.

How old?
Which Pension Credit(s)?
Is the property rented or owned?
Do they currently get HB?

Client is 73 years old, he currently receives savings credit only. However service charges will bring him into line to get support with this.

The property will be shared ownership with no housing benefit required (75% ownership - no rent required)
