This is an interesting article for those with an interest in housing law.  However, the main reason I am posting this is because it contains the following, astonishing, paragraph from a LA housing officer in London which I just had to share.

“I recently went to a property that I was called to by some builders who had discovered a family living under floorboards of a house that they could only access by climbing through a hole in the ground outside that had been dug for utility pipes and cables”.
