Caselaw on Article 19 UN Convention on Persons with Disabilities?

Does anyone know if there is any case law that supports the right of people with disabilities to choose where they live? Article 19 of the UN Convention on Persons with Disabilities confers the right to choose where you live but I don’t know how far this is translated into UK law even though the UK ratified the Convention. This is relevant to boat dwellers with disabilities who have been denied local authority support services because they are not living in a house. There are other issues of disability discrimination that may also be breaches of the Equality Act which I won’t go into;  for now I’m interested in finding out about disabled people’s rights to live where they choose.
