Make a new claim for pension credit as well as appeal?

New Pension credit claim has been cancelled, as she did not provide details of former employment etc. in time. I am helping with an appeal and explaining the information has been difficult to obtain.

However, should a new claim for pension credit be made now, incase the appeal is refused? Has not received any pension credit and has hardly any other income, so should be eligible for Pension Credit assuming can provide the necessary documents.
