HB before moving into a property; Reg 7(8)

Can anyone help with a case where a pension aged claimant signed a lease starting 2/4 but did not move in until 17/5.  The delay was due to delay in LA providing assistance with removal costs.  She was not claiming HB in the old home as she was staying with her son.  I’m thinking that she claim for 4 weeks after lease started in terms of regulation 7 (8) but want to check this - especially as I do not really understand point (b) of regulation 7(8).

I would appreciate it if anyone can help with this?
