IB JSA Hardship Payments

Cl. (single person, no children) JSA has been stopped - LTAHAW decision by DWP.  Cl. disputes and has appealed.  Then came to us as living with friend & having to rely on friend for everything - Cl. has no income at all & no savings.  My reading of JSA Hardship payments is that they don’t apply to a case like this, because a decision that there is no entitlement to JSA has been made.

Is there anything else Cl. can do to get some money pending appeal, other than make repeated Crisis Loan applications?
