Hb Regs - passporting ESA recipient

Hi

Following a review, an EU national client has passed R2R plus HRT, ESA awarded retrospectively.

Can anyone point me to the Reg that says IR ESA is a passport to full HB? Not sure if its in the 2006 Regs thru an amendment or something.

Also the Reg that allows direct payment to landlord if over 8 weeks in arrears?
