Welsh Government has decided to put extra money in so that 100% of CT can be met in the new scheme not the 90% in the draft regs.

The ten percent cut made it as far as the full regs 2012 No.3144 (W.316) and 2012 No. 3145 (W.317) so there’ll need to be amemdments.

Presumably the other (more minor) changes in Wales - e.g. droppng 2AR - are being kept?

AFAIK; it was a definite decision.
