Local Authority recovering o/p owed to different L.A?
Is anyone aware under what authority a LA has the authority to recover an op owed to a different LA?
Have not seen this situation before.

Never mind; having read a bit further, it appears that this has always been the case but appears it is not a preferred method of recovery by most LAs (?)..
