New ESA sanctions and hardship payments

Hello,

I was having a look at the new ESA sanctions coming in from 3 December.

Do we know anything about how to claim these? Will it be like the JSA hardship payments where you sign a hardship statement?

And is there right to appeal?

The regs say they will consider whether:

“there is substantial risk that the household will not have access to essential items (including food, clothing, heating and accommodation), or will have access to such essential items at considerably reduced levels, without a hardship payment”

Surely that covers everyone trying to survive on £28.15 per week?
