Suspending HB
The local authority have reason to believe that a tenant is not paying HB over to the landlord. They suspend HB, citing reg 11 of the Decisions and Appeal regs, while they make a decision on whether to pay direct to the landlord. I’m not aware of any genuine doubt about the claimant’s entitlement to HB. Can they suspend benefit in these circs?
