ESA regulation needed

Hi i need to find out what the regulation is for deterioration of health in contributory ESA when the claim has exceeded 365 days but the claimants health has got worse and now needs to make a new claim to be placed in the support group. I need to quote the regulation that applies in the letter. Thanks.

I found it in section 1B Welfare Reform Act 2007.  Section 1B was inserted into the WRA 2007, by section 52, WRA 2012: http://www.legislation.gov.uk/ukpga/2012/5/section/52/enacted
