HB - son left home NDD in place

Hi all,

Just seen a tenant, who has lowest NDD in place for a son who moved out around 7 years ago. He is of no fixed abode and was getting HB in his own right til January, when he left his shared accomodation, to go god only knows where…. The problem is he uses Mums address as care of address for DWP (he is on JSA)

She has also honestly told HB that he has clothing and his passport at her home. However, she states he has no intention to return, she doesnt want him to return (they are not estranged, get on but dont see each other very often)... Any tips on getting this charge removed.. Case law or tactics if any please.
