This must feature in any new Yes Minister script. It is a wonderful example of civil service speak raising 1001 issues for consideration but offering no solutions whatsoever (particularly how a LA might address the 1001 issues while facing a 20%+ cut in central govt. grant support for ‘working age’ claimants).
