Interim payments on ESA claims made within 6 months of previous determination

Has anyone had any luck trying to get an interim payment where claimant cannot get an award of ESA due to the 6 month rule?

These claims have been made but aren’t determined/decided until they pass or fail the WCA. I’m wondering whether such a claim counts as eligible for an interim payment on the grounds that the claim has been made but is awaiting determination/decision.
