esa cont based time limiting.  can client appeal for support group and also end the claim?

I am currently struggling to work through the various options for clients when they have had their 12 months.

my current question is can a client appeal/ask for a review of their esa award on the basis that they should be in the support group but at the same time end their claim for 12 weeks and one day (i know there is also debate about the need to end the claim) if they could potentially qualify for a further 12 months due to their contributions record?

are some clients going to be left with the option of either trying to get into the support group or try and get their further 12 months if they would meet the criteria?

I hope this makes some kind of sense.
