urgent help needed re eu student suffering dv..

Hi everyone. i have an 18 year old Romanian student suffering violence from her father with whom she lives in a single room in an HMO. Mother is in Germany. Student came here 18 months ago when still 16. She needs to leave and can’t find work, has been refused JSA on right to reside grounds (have put in an appeal).  I can’t get any hostel to take her as no benefit.  Father has been here for many years but doesn’t pay national insurance contributions
However when i tried to apply to the Southall black sisters No Recourse fund today, they told me that they are certain she can apply as she is exercising a treaty right as a student….
Can anyone clarify if she can get HB? And if so what regs.

Thanks Tom. That is what I thought & we were looking at big issue selling.
The problem about deriving rights her father is that he’s very violent and she believes he has not been paying national insurance contributions. In the circumstances we can’t really ask him

Can anyone clarify if the student’s dad has to be paying his national insurance contributions (and does it matter what class) in order for her dervive rights from his him?
