couple expecting baby and LHA

Im helping a couple, aged 21 and 20, expecting a child.  Child is expected in 5 months.  A privately-rented house has come up that will be perfect for them when the child is born.  It has 2 bedrooms.  As far as I can tell they will only be entitled to 1-bedroom rate until child is born but this will leave a large shortfall in the rent that the couple wont be able to afford.  Is there any provision in LHA for expecting a baby in this situation?  What about discretionary housing payment if not?

Any thoughts appreciated.
