Child benefit and child tax credits are a complicated system which, at its worst, can harm children’s long term job prospects by distancing them from the labour market. The ongoing nature of payments, which can continue for up to 20 years in extreme cases, without any encouragement to maintain contact with the labour market, risks creating welfare dependency. The government proposes to reduce the period of payment of child benefit and child tax credit to a maximum of 10 years, as a means to support children into work. This will complement our withdrawal of the Education Maintenance Allowance, and the introduction of our Mandatory Paper Round Activity Progamme.
