DLA case - falls

I remember a DLA case of quite few years ago where a Judge (or more likely a Commissioner) said that it would be wrong to expect that a clamant had to have actually injured themselves by falling to show that they might do so in the future.  Can anyone point me to the case number- it isn’t vital to my case but it would embellish what has been submitted.

Thanks

Useful review of authorities from Mr commissioner (as then was) Rowland in CA/4332/2003
