Moving Around Descriptor

Hi

Little bit confused as to which descriptor I should argue for Moving Around.

Cl states they can walk 20 metres but no more without needing to stop for a while and rest - Both Descriptor c and d mention “more than 20 metres”. Which descriptor is most likely to fit for them if its 20 metres and that is it?
