I am about to fill in UT1 form following refusal of application to appeal by first tribunal judge.  I do not have much experience at this stage of appeals procedure, although have been on training, and just want some advice regarding do’s and don’t's. 

I have read somewhere that instead of writing out the grounds for my appeal (error of law) again in the UT1 form, I can just attach my application to the first tier tribunal.  Is this true and if so is it normal practice or is it frowned upon?  Also, should I attach copies of commisioners decisions to UT1 form as I did with application to first tier tribunal?

Yes, you can just attach your original application stating grounds.  I always do it.  Why create work for yourself?  Just write on the relevant part of the form “see enclosed”.  And, no it is not frowned upon.  If I am relying on case law I will (although there is no formal requirement to do so) enclose copies of the decisions, for the sake of completeness more than any thing else.
