LHA reduction on moving from UC to HB

Has anyone else come across this scenario?

Older man is in privately rented shared accommodation awaiting rehousing by local authority.

His rent is currently being covered by UC Housing Costs - which permits the 1 bed LHA rate to be paid for shared accom residents aged over 35.

When he reaches retirement age in November, he will have to claim HB, which will be limited to the shared accom rate until such time as he moves into self-contained accom. He will have a shortfall and rely on DHP awards (at a time that discretionary funds are subject to unprecedented demand) to meet it until/unless his pending PIP claim is awarded and qualifies for a disability premium in his HB or he gets rehoused.
