CA overpayment/CA still counted as income when suspended?

Client claimed CA in 2020. In Sept 2021 caree was admitted to care home. Client failed to report this to DWP. CA continued to be paid until March 22. It then appears to have been suspended, and client claimed UC for the first time. Not pursued for an OP yet. 

* For the first 2 APs UC have deducted CA amount. Is this correct when CA is suspended?

Frustratingly, she would have been entitled to UC for the entire period, with Carer element before September and standard allowance after. She was also possibly entitled to a HCE. I.e. if she’d claimed the correct benefits she would have been better off, rather than having an OP.

* Is there any way to reduce the CA overpayment? As I understand it, notional entitlement to UC doesn’t apply unless she’d actually claimed it during the relevant period?
