Housing Benefit and requirement for NINO

I have a couple recently over from Poland.  He is a British national, she a polish national, they are not married.

He has started the process for applying for tax credits and has made an app for Housing Benefit in his name.  HB have asked for her NINO which of course she hasnt got yet.  Can they refuse claim without this?

Any help greatly appreciated

No they can’t refuse the NINO, ask them to complete a form DCI 1 form and send it off to the DWP, that means they can pay the claim if all other conditions are satisfied.
