PIP claims not on the PIP1/2 process

I’m probably being optimistic; I have played with Novitskaya arguments in the past so can see the rationale for the change, but does a PIP claim have to be on a PIP1/2 or via the telephone service?

There used to be a bit of wiggle room in the legacy Claims & Payments regs as I recall but it looks to me like that wiggle room has gone.

I was under the impression that the telephone call or the PIP 1 was the claim. The PIP 2 is merely an opportunity to provide evidence for the claim.
