JSA Sanctions

Hi, I have a client who has had his Personal Allowance reduced by 20% since 2008. He failed to attend any Work focus interviews under Pathways to Work.. This scheme ended for him in March 2011.He also has been claiming Income Support under Incapacity for Work for some time but sanctions still imposed

I called the IS section and was informed unless they receive JSP27 no sanction can be lifted
I was under the impression that sanctions could only be applied for maximum of 26 weeks? or do they keep rolling over and accumulating? either way, Job Centre say they will not send JSP27 as scheme ended and IS willnot lift sanction unless they get one

any advice?
