linked period for contribution condition JSA(CB)

I have to advise a client who is being migrated from IB to ESA and probably won’t pass the LCWA.  If appeals against refusal and gets ESA(CB) pending the appeal, would the time spent on ESA pending appeal count as a linked period for JSA contribution condition if his appeal were to fail and he had to go on to JSA?  Reg 48(2)(bb) JSA Regs includes periods during which claimant has or is treated as having limited capability for work, but I don’t understand the reference to Part 1 WRA
