I wonder if somebody could refer or remind where the guidance is on this or, share what happens in their area to explain?

I am aware that Mobility cannot be included in the income test for charging for services but , does that also include the situation where transport cost is not part of the LA charges as such but ,
service users in receipt of Mob Component ,would be expected to provide for ,or use their own transport (e.g. use mobility car at own expense)  I believe that as establishing that the person is in receipt of Mob ,is still some form of assesment ,it would also not be allowed?
Also,
I seem to remember that some years back this came to the fore in some London Borough which told service users that as they had a buspass on the ground of mobility entitlement ,that they would no longer receive transport ?  And I think the LA had to change the policy ? Or am I mixing this up?
Any experiences or guidance in this most welcome
