Refugee - PIP refused

I’ve a client who has been granted refugee status but has been refused PIP on the grounds of the ‘past presence’ test, as he’s only been in the UK since June 19.

My research confirms that refugees are exempt from this test, and I’ve verbally requested an MR on these grounds. However, I want to follow it up in writing and am struggling to find a copy of the relevant memo - ADM 21/16 - which states the DWP won’t be challenging a High Court decision that it was unlawful to apply this test to refugees. I have a copy of DMG memo 20/16 but this doesn’t specifically mention PIP.

Does anyone have a link or advice on where to find this please?
