LCW and self employment

Hi

I am working with a client who has significant health problems.  He is in LCW group and also gets PIP.  He has decided to try a limited amount of self-employment - he has worked for about 6 hours but has not received payment yet.

He has been called for a gateway interview at the jobcentre.  My understanding from the CPAG handbook (p120) was that only claimants in the all WRR group needed a gateway interview.  I can find the regs relating to the MIF not applying (reg 62 of UC regs), but I can’t find any guidance to back up no need for an interview.  Does anyone know where I might find it (if it exists)?

The situation is made worse by the fact that he is due several months worth of housing costs element, but they are refusing to pay the arrears until he has had the interview.  The element was left off in error, and is for a period before he started work.
