Interesting!

Thanks for this Owen really handy!

We were quizzed again this morning in a meeting with JCP why we were the only CA locally not to have had a presence in the jobcentre both for HTC and its previous incarnation Universal Support funded by LA’s. In the two and a bit years we have had UCFS (we opted for the Library).

Has anyone come   across Teams from JC+  encouraging people to   claim who have   no permanent address what   is the date of   claim in that situation?  Are they willing to accept   claims from agencies?

Hi all

I’m posting this here in case there’s people following this thread who haven’t seen discussion on other threads: https://www.rightsnet.org.uk/forums/viewthread/15537/#73728

If anyone has any potentially suitable cases then feel free to send me a Rightsnet direct message or email CPAG’s advice service

1. If you have a client who has sought help to claim and then been provided it some days later (ideally where the help to claim Cit A. adviser is located in jobcentre) but only been awarded UC from when help provided not when sought then there may well be arguments on correct date of claim- feel free to get in touch with CPAG re advice on individual cases at appeal stage.

I’d also be interested in hearing about a claimant who:
- due to their disability was unable to claim UC;
- request help from DWP instead of being assisted by JCP staff at the jobcentre or at a home visit they were directed to the CAB HTC service; and
- their date of claim is later than the date they requested help from DWP

To add a third type of case that I’d be interested in hearing about.  A claimant who:
- is in hospital and unable to go home or to visit a jobcentre (possibly - but not necessarily - because they are on a secure ward)
- receives help to claim UC from the DWP Visiting Service while on the hospital ward
- date of claim was the date that they submitted the claim rather than the date they requested asssistance (because the assistance was not provided at home or at an appropriate office)

An interesting point in today’s NAO report:

3.11 The Department is aware that a direct grant award is not an appropriate long-term funding model. Cabinet Office guidance sets out that government grants should be competed by default. The Department is considering the possibility of running a competitive tendering exercise once the current arrangements come to an end in 2021. A grant is also generally considered appropriate for funding an organisation’s core activity, whereas a contract is a more effective mechanism for managing a service. A contract could also better enable the Department to integrate Help to Claim with its Universal Credit service.
