Client claimed Universal Credit UC and cont Credits for state pension have not been recorded

Client claimed UC live service in Nov 2016. Client completed pension forecast Sept/Oct 2017 to find he would not receive the full amount of state pension, as credits had not been paid from start of his UC claim.

To help meet the cont conditions for state pension, you get a class 3 credit for each week you are entitled to UC for any part of the week. Credit Regs, reg 8G; SP Regs, regs 26 & 31

I have assisted client with a complaint and resolution. UC have a target date of 19/03/2018 to deal with this and respond. However, I fear this could happen to many claimants unbeknown to them until they obtain a pension forecast or claim state pension. I wonder if this is another computer glitch or a one off???

Anyone else had the same issue?
