17 year old no longer entitled in full service

I’d welcome thoughts on this one because I’m a bit stuck. 17 year old moved to full service area and got UC as estranged and in education. Has now moved back with father, in live service area, and is no longer in education. She has tried to make a JSA severe hardship application. Jobcentre is refusing to take the application or do anything with it and are insisting that they have been told by the JC in the full service area that she remains in the lobster pot although they confirmed that her UC claim had been closed by them. They suggested her father claimed CTC…

i can’t see how she can be in the lobster pot if UC have closed her claim and she is clearly not entitled to UC in either full or live service now. Where I’m stuck is whether (and if so how) we can insist on the JC taking and dealing with a JSA severe hardship application. Does it count as a claim?
