UC/legacy bens for 17 year old?

Good morning

We have a 17 year old girl in full time education at college. She can no longer live with parents due to threats of violence from the brother and living temporary with her auntie.

Shes looking for her own accommodation now. She works 12 hours per week average.

We are not sure whether she will fall under legacy bens eg, JSA/IS on estrangement route or whether she would be UC & whether she is eligible for rent costs under either HB or UC with the exclusion of 18-21 year olds but her being only 17 confuses the situation even more.

Any advice greatly appreciated.

If she’s in a full service area she can claim UC as a 17 year old estranged from her parents and in full-time non advanced education - regs 8(1)(g) and 14(a) of the universal credit regs and she should be able to get housing costs included even when she’s 18 if she’s estranged from parents

If she’s not in a full service area then it will be IS/HB
