The Social Security (Claims and Payments) Regulations 1987 allow a deduction for ongoing hostel payment from income support, jobseeker’s allowance or employment & support allowance.  However, no legislative provision appears to have been made for universal credit. 

As far as I can see, provision is made for arrears but not ongoing liability.  The UC47 form would be used to request 3rd party deductions for arrears.

Regulation 58 of the Universal Credit, Personal Independence Payment, Jobseeker’s Allowance and Employment and Support Allowance (Claims and Payments) Regulations 2013 states that part or whole payment may be made to a 3rd party if in the client’s interest.  This appears to refer to a managed payment, which is again requested via the UC47 form.  This doesn’t really have space for free text to go into detail about the clients’ circumstances.

Does anyone have experience of successfully obtaining 3rd party deductions or a managed payment for ongoing hostel payments?  N.B. housing benefit is meeting core rent and eligible service charge, so this is just referring to payment of ineligible service charges.
