30 per cent penalty for benefit fraud

As I understand it, the DWP can offer a claimant they believe has committed benefit fraud the option of agreeing to repay all the benefit they have been overpaid, plus 30 per cent as an alternative to being prosecuted. 
Can local authority fraud investigators offer the same option?

Yes - as can HMRC in relation to child benefit and guardians allowance
