‘Optimism Bias’

OBR:
‘We have considered the evidence on the centrality of these plans – including the cross- government scrutiny that has taken place – and have weighed that against the recent history of optimism bias in universal credit plans and other projects of this sort.’
The reporter interprets it as ‘wishful thinking’.
I can think of less kind interpretations.

Think it’s also interesting that OBR sets out revised official timetable (which it doesn’t agree with) including IS, JSA and HB claimants being migrated for period of two years from 2018 and ESA and tax credits claimants being migrated ‘at some time’ beyond the forecast period…

Yet more ‘optimism bias’ - the Secretary of State has claimed that the business case for UC has been signed off - now we find that he is claiming this in anticipation of it being so in 6 months’ time. Or more.
And Neil ‘Mr Than-You Cards’ Couling now says he has been been “blown away” by the positive reaction to UC from some of those who had been moved onto it”.
Does not their penchant for gratuitous, egregious hyperbole take the Christmas biscuit?
So Duncan-Smith has been lying to Parliament again? Nothing new there then! When will this odious man be held to account?
