Date increased DLA award payable from

I have a case which was eventually awarded MR care component on appeal, following a request to supersede the existing lowest rate care award.  The DLA unit’s award letter has awarded and paid the increased amount from the following pay-day. 

New claims are payable from the first pay-day after the change, and before 30/10/08 reg 7(9)(b)and (c) of the D and A regs also provided that the decision took effect from the first pay day after the change. 
SI2008/2667 which amended reg 7 from 30/10/08 provides that the decsion takes effect from the date on which the change occurs.

Am I missing something or is there some other reason why DLA can’t be paid for the days between the date of the supersession request and the first pay day?
