Neil Couling seems to have confirmed on X (Twitter) that DWP intend to legislate for a new type of TP to allow WTC claimants who are pension-age to claim UC.

Does anyone have any more details about this?

I’m not sure that Neil has!  I wonder if he may have said too much too early.

He’s now responded to say that there’ll be regs.  There has been some very general talk at a stakeholders meeting I attended but I don’t know specifics, and so don’t have anything to share.

How do you amend primary legislation using regulations?

I don’t think that is necessary. The WRA provides for exceptions being made by Regs to the basic conditions.
Mixed age couples are a typical example of that.

Ah yes, sec.4(2) of the WRA
