CTR - have any schemes reverted back to more generous rules?

I’d be interested to know if anyone is aware of any LAs that introduced a minimum contribution type scheme but have since reverted to not require a minimum contribution from all residents.

Greenwich reduced the taper to 15% this year.  I know it’s not what you were asking exactly.  I think I have seen one that scrapped the percentage cap as well, let me research and get back to you

Stockton Council have, they had a 80% discount level (so everyone had to contribute at least 20%) but when they moved to an income band scheme for the 2022/23 billing year they introduced a 100% discount level. This is the scheme that still prevails now in Stockton: https://www.stockton.gov.uk/article/1889/Apply-for-a-Council-Tax-reduction with the same 100% reduction band.

Middlesbrough, when they moved to a income band scheme in 2022/23, increased the top level of support to 90% from the previous maximum of 85% but Stockton is the only one I know of that has gone from everyone paying something, to a few paying nothing.

We’re just starting to look at consultations for nest years CTR schemes.  Corin is doing a workshop at NAWRA this Wednesday which should be useful in terms of changes to schemes.
