Just a suggestion - perhaps you could ask for it to be put on the password protected area on the NAWRA site as I suspect most of the people asking for it are members?

If you have any wording that you’d like to put with it, then just include that eg about not putting in public domain.

When we put something on the website we usually send an email to members as well - are you OK with that - just let me know.

Only £50 for a CitA to have membership for a year - gets everyone who works in your bureau free access to all our conferences - two of which are online and two face to face per year - as well as other free training opportunities and sharing of resources etc - what’s not to like - https://www.nawra.org.uk/about-nawra/join-nawra/ ;)

I have updated my spreadsheet based on the information provided at the meeting today, and have sent the new version to NAWRA, so hopefully that will be updated soon.

For anyone interested, I have updated my spreadsheet to take into account some new guidance provided by DWP to advisers about the calculations (in relation to carers). I have also updated it for the change to the Class 1 NIC rate which recently took effect.

I’ve sent it to NAWRA, so hopefully they will update it on their website soon.

Charles do you think it is saying that you get carer element if you say you are a carer when claim uc. Whether you get carer’s allowance. Or should it say whether or not you get carer’s allowance?

I still don’t think that bit is 100% clear do you ?

It’s not worded brilliantly, but I think it must mean “whether or not”.

Otherwise it should say “where they received Carer’s Allowance previously”, not “whether they received ...”.

Or perhaps it’s a typo and should say “where”.

Who knows!

Move to UC stakeholder engagement team have responded re the carers issue.
They replied -

You asked: Can I please just confirm the meaning of this line –

• If someone declares that they are a carer on their UC claim (whether they received Carer’s Allowance previously), their indicative amount will include an element for being a Carer.

Should this say ‘whether or not they receive carers allowance?’ So they have a UC carers element included in the indicative UC if they declare they are a carer. Regardless of whether they get carers allowance. Or only if they receive carers allowance?


Our response: The document states that if someone declares they are a carer this will be factored into the indicative UC amount. It is not dependant on whether or not they previously received carers allowance. The indicative UC amount will depend on their situation on the date they make the UC claim.

We hope this provides clarification.

I have replied asking -

Can I please ask why the difference in approach in this situation than others?

For example - if someone states they are terminally ill when they claim UC then they will automatically have the LCWRA element in their actual UC award. However you state you don’t include the LCWRA element in the indicative UC award, even if someone declares they are terminally ill, unless they get ESA or credits only ESA?

However in the discussed situation you include the carers element in the indicative UC, based on someone saying they are a carer, despite the lack of carers allowance award.

I suppose it is something to do with caring being a universal status, whereas terminal illness = LCWRA is just a UC thing
