DHP where no UC paid pending end of relevant period for LCWRA

Can a DHP be awarded where there is no UC entitlement until the LCWRA element is included in the maximum amount (mixed age couple)?

Housing costs element is included in the maximum amount. No policy available on council website so guess they just need to apply and hope..

They were on HB until they tried to claim some PC. They were told they were not entitled and to claim UC which they did before seeking advice. UC going to be considerably less than HB was and that’s after the three month wait.

Complaint to PC. Any other thoughts gladly received.

In cases like this there is a token UC entitlement of 1p a month, which means a DHP is possible
