DLA appeal decision

I went to a Tribunal hearing on 17/8/11. cl had been awarded LR care as from 10/08/10. it had gone to reconsideration and not changed the decision. cl appealed to get HR mob. he was warned he could loose the LR care.
hearing went ahead. The Tribunal made a unanimous decision to refuse Hr mob as from 10/8/10 but also removed the LR care but not from 10/8/10 but 17/8/11.
surely this is not correct as they cannot take into account any changes since the date of the decision. can any one advise please
