Permanent residence for Romanian national ...

Just a quick one ...
I have a Cl who is Romanian and will they have permanent residency in the uk for benefit purposes after 30/04/11 because they have been in the UK lawfully for a continuous period of more than 5 years without any breaks ?
I’m sure they will but if anyone can confirm this to be true or otherwise thank you.

I did read those pages but I think my head stopped working and I just wanted it confirmed.
This means then that Cl will be able to claim I.R.E.S.A from that date and not have to be economically active to receive benefits such as H.B / C.T.B ?
