Peer File Review - Is anyone doing this across organisations

Hello everyone, I would really appreciate some help here. I am working on a project which aims to set up a peer file review system across several organisations. The advisors are all members of teams who support deaf and disabled people, but they are the only people providing advice, mainly on welfare rights.
In order to maintain standards and to comply with the AQS the organisations currently contract out a file review service, but we are hoping to set up a reciprocal arrangement across organisations where advisors review each other’s files. I would love to talk to anyone who has experience of running a similar project, or who has any opinion or advice.
