Warm Home Discount - Complaints route when DWP failed to inform utility company?

So the last day for anyone to claim 2022/23 WHD decision on the claim line was 28th Feb 2022.. Client is in severe debt including to the fuel provider.

He got a letter from them saying he didn’t qualify when under the new criteria quite likely would have as Priority 2 group and energy rating poor.

Rings Fuel provider within deadline who tells him its because DWP hasn’t notified them on eligible benefits (on I-ESA). Tells him to ring DWP who of course tell him to ring fuel provider.

During this time being treated for cancer and so let’s it go as doesn’t have the energy for this. Claim line now closed so cant call them and ask which dept in the DWP he was meant to contact. Wondering if anyone else come up against same problem and if so how did you resolve?

Thinking going to have to raise a complaint with energy provider in order to get them to put in writing that DWP in error and then use that as evidence in DWP complaint.
Really hoping can resolve this for Oct application…..

I think you would have to start with the supplier as they are the body responsible for making the payment, and if you can,, maybe provide some evidence of his ESA entitlement.

Any advice on people people refused Warm Home Discount, due to no EPC certificate in place. For a social registered landlord. I did find a link on money saving expert - , Warm Home Discount: Minister promises to look at complaints after MSE identifies 10,000s may be falling through eligibility cracks (moneysavingexpert.com), but this is for large bills, and the dealine has passed.
