Temporary absences in HB (hospital in excess of 52 weeks but spread over 2 tenancies)

Just trying to get this straight in my head.

Property 1 - HB was paying in full. Temporary absence due to hospital stay for 50 weeks before tenancy ends. In fact tenant was unable to return to property 1 due to disability needs so offered an alternative.

Property 2 - still in hospital but all belongings fully moved into property at outset.

If HB accept claimant has occupied the property despite being in hospital and eligible for HB, could a new 52 week temporary absence commence at start of new tenancy?

I appreciate this might call into question whether there was an intention to return to property 1 in the first place but I don’t look at HB regs much and the references to ‘dwellings’ are tying me up a little
