I have had a referral from a Social Worker who feel that their client is entitled to the higher rate of the mobility element of PIP, and I would agree,  (they currently get the standard rate). However my understanding is that once someone reaches state pension age the mobility element can not be changed, is this correct?

You’re correct. It can go down but it can’t generally go up again (with one exception when it’s already been paid at enhanced rate and then is reduced to standard rate when it can be reinstated at enhanced rate is circumstances change within one year).
