claim for winter fuel payment?

Hope someone can clarify this for me.
An adviser on a recent course described a letter he recently was shown which explained that the person was entitled to WFP, but would need to make a claim, he called someone (?) who confirmed that everyone now needs to actively claim, but will be prompted to claim by this letter.
Have I missed a change in automatic entitlement?
I know some do have to make a claim, i.e. not on SRP etc, but for everyone?

The government says generally it’s automatic, with claims being the exception. I’m not sure where this has come from. Maybe contact the relevant department and ask if there has been a policy change.

I saw a letter about WFP the other day while visiting a client.  I don’t have it in front of me but the gist I took away was that for most folk in receipt of state pensions it shouldn’t be necessary but if it was a brand new state pension or pension credit claim you might need to phone.  I notice we have the usual seasonal change in the message when you phone the PS and WFP is the first option.
